Instructions:

1. Line 1/2 of the cabbage in the bottom of the crock pot.
2. Crumble beef over the top, sprinkle with salt and pepper.
3. Create a layer rice and onion.
4. Top with cabbage and pepper.
5. In a bowl, combine sauce, water and remaining spices.
6. Pour over layers in the crock pot.
7. Cover and cook on low 5-6 hours or until rice is tender.
